2004 NOTICE OF

"SERVICE IMPROVEMENTS & SERVICE BARRIERS"

Section 300 of the Municipal Act, 2001 requires that Municipalities

report to the public each calendar year on improvements in the

efficiency and effectiveness of Municipal and local Board service

delivery and on barriers to such improvements.

Service Improvements:

General Government

Additional Agreements entered into with major Trust Companies to accept on-line tax payments
Procurement Purchasing Policy adopted
Purchase Lafarge property for future Municipal use
Upgrades to Municipal website

Protection to Persons & Property

Purchased 1995 Pumper for use by the Fire Department
Approved updates to the Emergency Plan
Assist with lane improvements around Moira Lake for improved access for emergency vehicles

Transportation Services

Ten (10) kilometers of Municipal roads upgraded and surface treated
Entered into an Agreement with Stirling-Rawdon to share a Public Works Superintendent to take advantage of professional expertise at an affordable price. There is also some sharing of equipment as required and manpower for Winter patrol.
Assessment of bridges and culverts over a 3 metre span has been completed by Consultants
Curb cutting as part of the Disability Access Program has been completed at corners on St. Peter Street, Rollins Street, Prince Albert Street and Madawaska Street
Sloping of sidewalk slabs at these locations also completed
A joint reconstruction project with the City of Belleville (Clearview)
A joint project for road improvements with the Municipality of Stirling-Rawdon (Bronson’s Rapids Road)
A Program initiated for the removal and replacement of guard rail posts
A more active brushing program initiated
Purchase of two quality used tandem plow trucks to replace aging high maintenance single axle units
Five year Road Improvement Plan completed
A Program initiated to repair and replace road signs as required
Burnside Street constructed in the Industrial Park
Joint training sessions undertaken with surrounding Municipalities

Environmental Services

Agreements entered into with additional Trust Companies to accept water and sewer payments on-line
Application for improvements or changes to the Certificate of Approval for the Landfill Site
Improvements to the water supply at the Madoc Arena, Moira Hall and Municipal Hall to comply with new regulations
Upgrades to the Whytock well under the OSTAR Program
Addition of more isolation valves for a better control when performing maintenance or repairs on the water system
Water and sewer main construction completed for Tim Horton’s
Well head upgrades at the Madoc Arena completed
Water and sewer connections completed for the Quarry Hollow Development on McNab Street
Sanitary extension completed on McKenzie Street
New water main and sanitary sewer line connections installed from Baldwin and Livingstone Street mains
New cistern liner and cover has been installed at the Township Hall
A new UV Water System installed at the Township Hall to correct an intermittent shut-down problem
New water and sewer services installed for the Market Square development
Entered into an Agreement with Stirling-Rawdon to share Public Works Supervisor to take advantage of professional expertise in the areas of water and sewer at an affordable price

Health Services

An additional Doctor working temporarily at the Centre Hastings Medical Centre in Madoc and has since become full time
Renovation is undertaken at the Medical Centre in Madoc to create three (3) new examination rooms
Dedication of a semi-private room at the new Hastings Manor
Donation to West Huntingdon Cemetery

Recreation and Cultural Services

(funding was matched by the property owners around the lake)

New chlorination system for the Madoc Community Pool
New "Fuller" hamlet signs installed
Start-up funding for Madoc Street Dance event which made a donation to the Medical Centre from proceeds
Funding support for the Madoc Meteorite Jamboree
$5,000.00 paid for Professor Hutchison’s Report which provided an overview of what has taken place at Deloro through the Deloro Study Project
A By-Law was passed to regulate the operation of ATVs on Municipal highways
Funding provided to the Chamber of Commerce to hire a Co-ordinator
Approve funding for improvements to Lingham Lake Dam
Improvements to the bleechers and siding at the canteen at the ball park
Painting and improvements undertaken at the pool
New Village Square constructed in the downtown Urban Centre including foot bridge
Painting and repairs at Moira Hall
Former Hotel property cleaned up and levelled for parking
